Azerbaijani Foreign Minister Elmar Mammadyarov will meet with the co-chairs of the OSCE Minsk Group and Armenian Foreign Minister Edward Nalbandian in Vienna on Dec. 6.

"Moreover, a meeting will be held at the level of the foreign ministers of the Caspian-littoral countries in Moscow on December 4-5,” Mammadyarov said.

He made the remarks at a joint press conference in Baku Nov. 30 following the trilateral meeting with the foreign ministers of Turkey and Pakistan.

"Substantive negotiations must be held,” he said. “I was very pleased with the results of the meeting with the co-chairs in Moscow as we held the detailed discussions. We hope for the continuation of such talks with the co-chairs."

The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. As a result of the ensuing war, in 1992 Armenian armed forces occupied 20 percent of Azerbaijan, including the Nagorno-Karabakh region and seven surrounding districts.

The 1994 ceasefire agreement was followed by peace negotiations. Armenia has not yet implemented four UN Security Council resolutions on withdrawal of its armed forces from the Nagorno-Karabakh and the surrounding districts.
