“Parties To Karabakh Conflict Fail To Make Concessions”

Madrid package on Nagorno-Karabakh conflict is fundamental, as it contains all the necessary basic principles for its peaceful solution, U.S. Ambassador to Azerbaijan Matthew Bryza stated in an interview with Zerkalo.az.

He recalled that the Principles were developed in May 2007, when the OSCE Minsk Group presented their proposals to the Armenian and Azerbaijani sides at the meeting with Foreign Ministers in Madrid. It outlines the basic principles to be used to resolve the conflict.

“The Madrid Principles are based on all principles of the Helsinki Final Act “On non-use of force in solving problems related to the territorial integrity of states and self-determination rights of national minorities.” At the summit of G8 in Deauville in June 2011 heads of MG co-chairing countries Barack Obama, Nicolas Sarkozy and Dmitry Medvedev invited Presidents Ilham Aliyev and Serzh Sargsyan to finalize and agree on a final version of the basic principles. The U.S. and other co-chairs will provide all support to the conflicting parties,” he noted.

“The OSCE Minsk Group helped the parties in preparing the main components of the underlying basic principles to draft a fair solution through peaceful means. I believe the conflict resolution will require mutual compromise from parties,” Bryza said.

According to him, despite Karabakh peace process exists many years, it seems to date there have not been positive results. “The sides do not trust each other, fail to make concessions and compromises, which escalates the dispute,” he noted.

“If the sides fail to solve the conflict in the near future, it may take a longer period. We seek a smooth conflict settlement with the least infringement of the parties’ interests. Options for the conflict resolution are weighed and circumspect in Madrid Principles,” Bryza emphasized.
