At yesterday’s plenary session of the PACE autumn session was discussed the situation of democratic institutions in Armenia.
British parliamentarian John Prescott’s and the German parliamentarian Axel Fischer’s reports were heard and discussed.
Speaking at the debate, the representative of the Azerbaijani delegation Ganira Pashayeva brought to the attention of the Assembly that Armenia does not respect the principles and values of the Council of Europe:
'Until today, no state official in Armenia did not answer for killing 10 people in 2008. There is still no information about who gave the order to kill these people. 3 years passed. Is it really so hard to know who gave this order? What, in your opinion, who could give such an order to the law enforcement bodies? For the murder of so many people, no government official is not dismissed, at least for non-judicial duties. How do you think, why the president does not do it? Many of you know the answers to these questions, but the Assembly is content to rejoice release of illegally detained persons. International organizations have responsibility that what happens in Armenia.
Armenian authorities pursued a policy of ethnic cleansing against 250 000 Azerbaijanis, forced them to leave their homes, and killed, during these events if international organizations, including the Council of Europe express a firm position, maybe there would be no further deplorable events.
The Armenian authorities have used force against Azerbaijanis that once were Armenian citizenship, and then used these force to its nation. If PACE has shown a firm stance against the Armenian authorities related to ignoring the resolutions of the Assembly, and not leaving the occupied territories of Azerbaijan, the Armenian authorities could not so openly violate human rights and would be considered in the rule of law.
It is the result of the loyal attitude of the Assembly of the Armenian authorities continues making statements against all principles, decisions and resolutions of the Council of Europe. We expect from the distinguished members of the Assembly of careful thought about the consequences of such statements, and a firm stand against such claims, for the future of Europe and the recurrence of similar cases'.
