On 10 May Permanent Representative of Azerbaijan to the United Nations Agshin Mehdiyev addressed a letter to UN Secretary General Ban Ki-moon.

The message features the letter from the Permanent Representative of Armenia  of 7 May 2012 addressed to the Secretary-General (A/66/792- S/2012/303), in which he tries to interpret the illegal "presidential elections" planned by Armenia in July 2012 the occupied Nagorno-Karabakh region of Azerbaijan, as the implementation of the “fundamental human rights” by Armenian residents.

"It is clear from this letter that its author as they usually do in such cases does not mention the rights and freedoms of the far more numerous Azerbaijani population in the same region that were deliberately and brutally violated by forced evictions during the aggression of Armenia against Azerbaijan.

It is well known that Armenia used military force to capture Azerbaijani lands, holding total ethnic cleansing and creating a poppet separatist formation built on the ethnic principle in the occupied territory of Azerbaijan”, the letter says.

According to A. Mehdiyev, it is clear that the creation of a mono-ethnic regime in the occupied territories of Azerbaijan through the expulsion of the Azeri population and the refusal to grant permission for their return is an integral part of the annexation policy pursued by Armenia.

"In fact, Armenia's actions can be characterized as ‘ethnic cleansing’, ie term, which by definition of International Court of Justice ‘in practice, with reference to a specific region or area, means’ the ‘transformation of a territory into ethnically homogenous by using force or intimidation to remove persons of certain groups  from the area’(the Genocide Convention , reports of the International Court, 2007, p. 190) ", the author of the letter says.

Mehdiyev noted that the Republic of Azerbaijan strongly argues with the clear unanimous support of the international community that Armenian attempts to attach the share of legitimacy, independence and democracy to the poppet separatist regime created in the occupied lands of Azerbaijan.
