Giving any possible support to Armenian diaspora up to now, France started to change its attitude against Armenian diaspora with the Presidency of Nicholas Sarkozy. Paris administration added annotation to the framework decision of European Union which leaves an open door for penalization law for denial of so called Armenian genocide and which found huge support from Armenian diaspora.

France added the precondition "decision should be given by an international court" to the framework decision of European Union which anticipates penalizing denial of genocide, war crimes and crimes against humanity. Published by the Official newspaper of EU, framework decision came into effect but by the addition of annotiation by national Parliament of France, this decision is borned dead. Commenting on the decision, a French diplomat says, "By this decision, we prevented the penalizing law for the denial of "Armenian genocide". There is no international decision or historians committee decision about 1915 events. Trying to affect the EU member countries which will adopt the framework decision of EU to their own laws, Armenian diaspora arranges a meeting in Brussels under the presidency of Europe Vice President Martine Roure.

French Parliament had recognized 1915 events as "Armenian genocide" in 2001 by a draft law. And two years ago "denial law" had passed from the parliament. But intellectuals and historians reacted to this law. France have a different attitude against Armenian diaspora with the presidency of Sarkozy.
