Azerbaijan considers Turkey as its only ally in the region and concerned over Turkey's soft policies and cooperation with Armenia to result a break in the relations between Azerbaijan and Turkey.

Azerbaijanis think that region will find peace if Nagorno Karabakh problem is solved and if Caucasus Stability and Cooperation Platform is realized. Azerbaijanis think that these developments are not likely to happen soon because of the disaccord of Armenia.

Baku believes that Moscow is the main obstacle for the resolution of Karabakh problem more than Yerevan and considers the improvement of Turkish-Russian relaitons favourable.

Thinking that the party who will benefit from Turkish-Armenian reconciliation is Yerevan, Azerbaijanis say that they cannot understand the intention of Turkey with its Armenia policy. Azerbaijanis also state that these policies will weaken the relations between Turkey and Azerbaijan and will drive Azerbaijan closer to Moscow.
