"Regarding country's territorial integrity, Azerbaijan announces that at least of two communities composing Azerbaijanis and Armenians will live in the Nagorno-Karabakh region within the Republic of Azerbaijan," Azimov said. "Armenian side means only Armenian community while speaking of the population problem."
He said unfortunately the sides have not yet reached a full understanding and clarity on the issue of necessity of Azerbaijani population's return to the region adding that the Azerbaijani side never denied a possibility of contacts with Armenian community in Karabakh.
"If we view these contacts in several dimensions we can see that they persisted, still persist and will persist in future. Such contacts will exist in future as well. They will be used when we reach the stage of discussion of issues concerning future life and existence of these communities in Nagorno-Karabakh and when we discuss issues of administration and their safety," he said.
The cooperation, peace and well-being between two communities are crucial to create normal condition to consider issue of population's status, he said.
"To achieve these goals we need to secure a return of at least one community to the region and their mutual relations," Azimov said.
