Giving a lecture titled "Caucasus Problem, Cooperation of Russia and Turkey" in Russia Social Studies University, Director of International relations and Strategical Analysis Center ( TURKSAM) Sinan Ogan evaluated issue of opening of borders between Turkey and Armenia. Ogan said that Turkey can't have a policy like changing Azerbaijan to Armenia. Ogan considers that talks for peace in the region should be shared with public. Especially Azerbaijani public needs to be informed over initiatives of Turkey.

Pointing that it is impossible resolving the problems in Caucasus without participation of Russia, Ogan said, "If you want to resolve Karabakh conflict, open borders and resolve current problems with Armenia; you can't do that with keeping Russia and U.S. out of it. Caucasus, Nagorno Karabakh conflict and Turkish-Armenian relations formed a significant part of talks during the visit of U.S. President Barack Obama. Western context of the issue was discussed. Russia context should be discussed soon too. The visit of Azerbaijani President Ilham Aliyev to Moscow and probable Russia visit of Prime Minister Recep Tayyip Erdogan is for that."

Stating that it is not possible for Turkey to make a move that contradicts with interests of Azerbaijan, Ogan said that Ankara should share its policies with Azerbaijani public opinion. Ogan said, "Turkey never prefers Armenia over Azerbaijan. Current initiative of Turkey is for solving the dispute between Azerbaijan and Armenia. Erdogan stated that borders will not be opened before resolution of Nagorno Karabakh conflict. Turkey
