
According to the report of Azerbaijani newspaper, not relying on to the reports coming from its last ally in Caucasus, Armenia, Putin administration assigned Russian inteligence to follow negotiations between Turkey and Armenia. Russian intelligence officials who listened negotiations between Turkish and Armenian diplomats told Kremlin that parties reached to last level for rapprochement.
Preferring to believe to the statements of high level Turkish officials from the begining of the process, Baku administration changed its attitude after the "Geneva File" issued by Russian intelligence to Kremlin and from Kremlin to Baku.
Official respond to this came from Azerbaijan from one of the advisors to Azerbaijani President Ilham Aliyev, Nevruz Muhammedov. He stated that the problems between Turkey and Armenia should be resolved on the same line with Presidents Turgut Ozal, Suleyman Demirel and Ahmet Necdet Sezer. Muhammedov preferred not to mention the name of current President Abdullah Gul who visited Yerevan.
Azerbaijani administration showed its reaction to Ankara first by Deputy Foreign Minister Araz Azimov and then by boycott of President Ilham Aliyev who did not attend Alliance of Civilizations Meeting in Istanbul.
According to Azerbaijani newspaper, visit of Azerbaijani President Ilham Aliyev to Moscow is for seeking support of Russia against "New Caucasus Policy" of U.S. which is being brought into effect by Turkey.
