TURKEY, ARMENIA ROAD MAP BASED ON FIVE POINTS

Turkey and Armenia agreed on 5 points during the talks of a "road map" for normalizing relations, Turkish newspaper Sabah reported on Friday.

The historic announcement came Wednesday at midnight on negotiations for normalizing relations between Turkey and Armenia. According to sources, the road map, Turkish Foreign Ministry said agreed upon, is based on 5 points:

  1. Armenia will recognize Kars Treaty

  2. Borders will be opened, agreements will be completed

  3. Embassies will be opened in both countries

  4. Road map will be voted in Turkish Parliament

  5. Third countries may join to the history committee to probe 1915 incidents

Acoording to the report, Nagorno-Karabakh problem is not included to the agreement between two countries. Hovewer, it is said the road map, that contains of parallel steps to be taken, depends on Nagorno-Karabakh issue as a "de facto" point. One official compared the Nagorno-Karabakh issue to that of Cyprus: "Cyprus is not a precondition on the relation between Turkey and EU, but it is a fact. Nagorno-Karabakh is like this as well."

Process has begun

It is stated that the agreement may be announced on May in relation with Minsk Group. One official, who voiced that claim this information, said "perhaps it is May, or September. But as now, the proces has begun."

Committes and subcommittees will be established in order to normalize relations between two countries. Subcommittees wil discuss 1915 incidents, trade, establishing diplomatic relations, custom and transportation issues.

"Further expansion should be parallel"

Despite the positive reaction from the USA, Azerbaijan Foreign Ministry spokeperson Elkhan Polukhov said "Every independent country has a right to establish relations with other countries. Azerbaijan believes, normalization of relations and opening of borders between two countries should be parallel to thepullout of Armenian soldiers from Azeri land".

Turkish diplomatic sources argue that Armenian diaspora attempted to prevent this announcement to be made just before April 24.
