This issue, Azerbaijani lands under Armenian occupation is the biggest obstacle that prevents opening of borders with Armenia. Aliyev and Sarksyan will discuss returning of Qubatly, Fuzuly, Djebrail, Zengilan, Agdam rayons back to Azerbaijan and returning of refugees back to their homes. Azerbaijan's ambassador to Turkey Zakir Hashimov had stated that they will not oppose opening of Armenia border in case Armenia withdraws from 5 region. Aliyev will meet with Russian President Medvedev just before his meeting with Armenian president Serzh Sarksyan.
