RISK OF REFERENDUM IN KARABAKH CONFLICT SETTLEMENT

Minsk Group’s solution plan for Nagorno-Karabakh conflict includes the option of referendum for determining status of Nagorno-Karabakh. This option may cause Azerbaijan to lose Karabakh totally since Azerbaijani population became minority after Armenian occupation.

International committee that works for finding a solution to the dispute by mediating between Azerbaijan and Armenia expects for a pre-agreement in the mid-July. Co-chair of the committee, Matthew Bryza stated that other mediator countries; Russia, and France presses for reaching an agreement till the end of 2009.

Stating that they are planning to arrange a meeting between Azerbaijani President Ilham Aliyev and Armenian President Serzh Sarksyan in July, Bryza said that they expect for a serious progress by this meeting.

Bryza said, “If this meeting between presidents could be hold in mid-July, we are expect for parties to agree on basic principles for conflict settlement.”

Armenia supports independence of Nagorno-Karabakh while Azerbaijan wants to get its lands back.

Bryza said that efforts for mediation between two countries is being continued. He said that final decision could only be made by a referendum that reflects the will of community of Nagorno Karabakh.

Bryza said that they are trying to find a solution that lets people of Nagorno-Karabakh to determine their destiny and sametime respects territorial integrity of Azerbaijan.

The plan of resolution that includes a referendum is certainly dangerous for Azerbaijan since Azerbaijani population became minority in Nagorno-Karabakh after Armenian occupation. Even if Armenian forces withdraw from the region, demographic structure of the region that is shaped after Armenian occupation would cause for Azerbaijan to lose Nagorno-Karabakh.
