Russian President Dmitri Medvedev is going to Baku, for an official visit. Director of Russia’s energy company Gasprom Aleksey Miller will escort the President, in the visit which Medvedev will discuss transfer of Azerbaijani natural gas to Europe over Russia.

Miller stated that Azerbaijani President Ilham Aliyev invited theirselves to Baku for signing an energy pre-agreement. Miller said that Russia will start to buy natural gas from Shah-Deniz-2 region. Shah-Deniz-2 is also thought as the major source for Nabucco project which is planned as an alternative energy source for Europe to decrease Europe’s energy dependency to Russia. Russia does not want to lose its monopoly in the energy area and thus, issue of price of the gas that it will buy from Azerbaijan is not that important.

There are other reasons for the visit of Russian President Medvedev to Baku. Because, Russia is deeply disturbed about the development of relations between Georgia and Armenia and about natural gas agreement between Turkmenistan and China. Evaluating trade of Middle Asian resources to Europe as its first degree national security cause, Moscow did not find the agreement between China and Turkmenistan favourable.

On the other hand, Nabucco project, which is designed for decreasing Europe’s energy dependence on Russia, is in its final stage. The project that Russia criticized as “We are not against anyone who wants to place pipes over mountains,” became reasonable. According to the reports on media, even assignments are made for the project. Germany’s former Former Foreign Minister Joschka Fischer is assigned as main advisor to the project. Parties of the project will sign agreement in Turkey very soon.

Meantime, Armenian President Serzh Sarksyan accepted Georgian President Mihail Saakashvili as the guest of honour. This development is not welcomed by Moscow. Russian parliamentarians evaluate this attitude of Sarksyan as an insult after they could hardly keep Armenia away from the NATO military exercise in Georgia. Russian Parliamentarian Vladimir Gusev stated that this development will affect Russian-Armenian relations negatively. Russian media blamed Sarksyan administration with hipocricy. Visit of Russian President Medvedev to Azerbaijan, after the statements of Ilham Aliyev saying, “The war for Nagorno Karabakh is not over yet,” is evaluated as a threat for Armenia. Moscow may follow pro-Azerbaijani politics in the process of resolution of Nagorno-Karabakh conflict.
