ALIYEV, SARKSYAN DISCUSSED WITHDRAWAL OF ARMENIAN FORCES

Azerbaijani President Ilham Aliyev and Armenian President Serzh Sarksyan met in Moscow to discuss peaceful resolution of Nagorno-Karabakh conflict.

Presidents discussed tough issues openly for the first time, during the meeting that lasted 3,5 hours. Following the meeting between delegations with participation of OSCE Minsk Group co-chairs, leaders held bilateral talks. It is reported that leaders left discussions over Nagorno-Karabakh for later and discussed withdrawal of Armenian forces from the 7 regions surrounding Nagorno-Karabakh.

According to the reports in Azerbaijani media, Armenia has two demands to agree returning 5 regions back to Azerbaijan. One, is recognition of so called Nagorno-Karabakh republic by Azerbaijan and other is settlement of Russian military forces to the region. Although Baku is towards resolution of the problem step by step. Azerbaijan calls for immediate withdrawal of Armenian forces from 5 regions and returning of one-million refugee to their homes. Azerbaijan also wants Turkish military forces to exist besides Russian soldiers.

If multi-step solution could be agreed, then return of Lachin and Kelbecer will be brought to agenda. Azerbaijani President Ilham Aliyev had talked to Russian Vesti TV and said that return of these two region to Azerbaijan may take five years after signing a peace agreement.

Azerbaijan’s approach to the resolution of Nagorno-Karabakh conflict is based on the principle of territorial integrity of Azerbaijan while Armenia claims for the right of self determination of the Armenian people in Nagorno Karabakh. But, according to Azerbaijani constitutional law, it is not possible to held a partial referendum in one region of the country. Referendum is needed to be held all over Azerbaijan. Baku does not find the idea of independence of Nagorno-Karabakh and agrees on giving autonomy to Nagorno-Karabakh within Azerbaijani border.

Organization for Security and Cooperation in Europe (OSCE) Minsk Group welcomed efforts of Azerbaijani and Armenian Presidents as parties met on negotiation table for sixth time in two years. Parties decided to meet again on October.
