KARABAKH'S STATUS FIRST, SAYS SARKSYAN

Armenian President Serzh Sarksyan stated that the major issue in the process of resolution of Nagorno-Karabakh conflict is determination of the status of Karabakh and withdrawal of Armenian forces from surrounding regions could be discussed afterwards.

Meeting with the EU officials in the presidency of EU Term President and Minister of Foreign Affairs of Sweden Carl Bildt, Armenian President Serzh Sarksyan said, “Status of Nagorno-Karabakh should be determined firstly. I think it should be guarantized that status of the Karabakh will be determined with the principle of right of self determination of people of Nagorno-Karabakh. Negotiations may progress easily only after that.”

Stating that negotiations towards resolution of Karabakh problem focuses especially on this issue, Armenian President Serzh Sarksyan stated that Moscow meeting was different than previous meetings between Azerbaijan and Armenia because of the statements of OSCE Minsk Group co-chairs adressing to Madrid principles for resolution of the conflict. Stating that announcement of basic princpiles contributed to negotiation process, Sarksyan said, “Because parties never do inform community about the details of negotiations.”

“Despite announcement of basic principles, the agenda of the negotiations are presented in a different form in Azerbaijan after Moscow meeting. There is difficult, but nevertheless, progress in talks on settlement of the Karabakh conflict. Currently, we are discussing major principles and later we will discuss remaining principles. Afterwards, agreement on peaceful settlement of the conflict will be worked out based on these principles,” Sarksyan said.

After the Moscow meeting of the Azerbaijani and Armenian Presidents, Azerbaijani Foreign Minister Elmar Memmedyarov stated that it is possible to give an autonomy to Nagorno-Karabakh within territorial integrity of Azerbaijan.

Other than that, Russian Kommersant newspaper wrote that Azerbaijani and Armenian Presidents discussed two issues in their meeting in the mediation of Russian President Dimitry Medvedev. According to Russian journal, these issues are the procedure of referendum that will be held in Nagorno-Karabakh for determining the final status, and what will be the temporary status of Nagorno-Karabakh until the time for referendum comes.
