Baku has drafted a $60-billion program for mine clearing and the return of ethnic Azeri inhabitants to the breakaway region of Nagorno-Karabakh. Called “The Great Return,” the program would also devote considerable resources to resuscitating the region's economy, the Russian Regnum news agency reported on August 3.

“We are ready to launch this process as soon as a peace agreement with Armenia is signed,” the Kavkazsky Uzel news service quoted Azerbaijani Deputy Prime MInister Ali Gasanov as saying.

Azerbaijan lost control of the region in 1994 to combined Armenian and separatist Karabakhi forces.
