“All talks about possible developments in the process of resolution of the Karabakh conflict will be based on proposals in the next few weeks,” head of the Ay Data central office for political issues of Dashnaksutun party Kiro Manoyan said.

He said one thing is clear: the OSCE Minsk Group will seek to ensure agreement between Armenia and Azerbaijan on the Madrid principles by 14 October. “But the fact is that there is no modified version of these principles and it has not been handed to the parties.”

Manoyan added the parties will have this version until the end of September. But he said mediators expect to get a positive response by the parties regarding these principles within 2—3 weeks.

Manoyan said the sides are likely not to give consent because to date Azerbaijan has never claimed that it will accept the status of Karabakh outside of Azerbaijan.

“I think that, in fact, neither side wants to say „yes“ but none of them wants to be first to give negative answer,” Manoyan said.
