"NORMALIZATION INITIATIVE BELONGS TO ARMENIAN PRESIDENT"

The process of normalization of the Armenian-Turkish relations and signing of protocols was conducted at instruction of the Armenian president.

The process of normalization of the Armenian-Turkish relations and signing of protocols was conducted at instruction of the Armenian president, Armenian FM Edward Nalbandian said in the parliament asked by the Dashnaktsutun party about the details of negotiations and signing of the Armenian-Turkish protocols.

According to the minister, the initiative of normalizing the Armenian-Turkish relations belongs to the Armenian president and the country’s foreign minister conducted negotiations at instructions of the head of state.

He said the Constitution of Armenia as well as some components of the country’s national security Strategy were the basis for settling the ties.

“The Armenian Foreign Ministry proposed an initiative to sign protocols to normalize bilateral relations on the basis of the negotiations and agreements reached for the purpose of transferring the process of negotiations and attained agreements on normalization of bilateral relations to stable legal basis”, Nalbandyan said,

He added that by results of the private session held by the Armenian president, the leader of the country instructed to conduct the process of signing protocols under the law “On international agreements”.

At the same time, the minister said, the agreement of the concerned ministries was received which means no deviations from procedural norms.

“The protocols were developed by the high-ranking diplomats of Armenia and Turkey, under supervision of the foreign ministries of the two countries and under support of the Swiss side. At the same time, the development of the text and coordination is a result of the parallel works of all parties”, Nalbandyan said.

The minister also noted that the signing of protocols did not require any special procedures as they were signed under a preliminary agreement and within six weeks before signing the foreign ministry informed about the intention to sign the Armenian-Turkish protocols and specified the date and venue of signing the document to the Armenian government.

According to Dashnaktsutun party, considering the 800 years problems in relations between Armenian and Turkish people which worsened in the past 80 years, the process of signing Armenian-Turkish protocols should not have been put for discussions without preserving the procedural requirements of ratification.

According to the party, as the initiative came from the Foreign Ministry, the protocols should have been ratified under a different article of the law “On international agreements” according to which the president was to voice his position in written. < Prev   Next >
