The U.S embassy in Azerbaijan commented on the U.S aid to separatist regime in the Nagorno-Karabakh.

“The United States does not recognize the so-called Republic of Nagorno-Karabakh government. This has been our policy and remains unchanged,” U.S Embassy Public Relations Department Chief Terry Davidson said.

“In the case of funds allocated for the Nagorno-Karabakh by the U.S. Congress, U.S. assistance is given to people, not government. This is purely humanitarian assistance for projects such as demining. These projects are carried out by NGOs,” he added.

“The United States also provides assistance to the IDP population in Azerbaijan. Again, we have supported large mine-sweep efforts in recent years, built new schools for IDP populations and made efforts to improve life conditions in a range of projects,” he added.

AMANDA AKCAKOCA: AIDING THE SEPERATIST REGIME OF “NKR” WILL NOT HELP REGULATION OF THE CONFLICT

Senior research fellow at the European Policy Center and an expert on Southern Caucasus Amanda Akcakoca commented on the U.S. Congress’ financial aid to Nagorno-Karabakh separatists.

“I personally do not find this aid package — which is quite a lot of money — useful to settlement of conflict . So-called ‘Nagorno-Karabakh Republic’ is a separatist regime which is not recognised by any other country,” the expert said. “Helping this regime, which already receives considerable financial support from Armenia as well as from the Armenian diaspora community, is not helpful and is often portrayed in Azerbaijan as US offering support to the Nagorno-Karabakh illegal regime,” the expert added. “Furthermore, on the one hand, the US as co-chairman of the OSCE Minsk Group, is making some efforts to resolve the conflict, but on the other it is seen as supporting the separatist regime. I also believe that such aid is unique to this conflict as other separatist regimes in the former soviet space (Trandsnistria, South Ossetia, Abkhazia) do not receive such financial support which is reflective of the hefty lobbying efforts of the Armenian diaspora community in the US Congress,” she said.
