A group of Congressmen and Senators in Foreign Affairs Committee of U.S. House of Representatives prepared a resolution regarding to 1915 incidents. Officials who prepared the bill were; Adam Schiff, George Radanovich, Frank Pallone, Robert Menendez and John Ensign.
A report that is prepared by American think-tank organization Stratfor writes that Congressmen and Senators held negotiations with Armenian National Committee of America (ANCA) related to the resolution. The report of Stratfor reads, "White House has nothing to do with this resolution. Barack Obama administration knows that resolution will damage bilateral relations with Turkey and President opposes to the resolution. On the other hand, the resolution is not binding and it doesn't bring any obligation to Turkey. There are only a few Congressmen and Senators in United States government that make use of "genocide" resolution as a material of pressure agaisnt Turkey. Those officials want Turkey to compromise in Zurich protocols and in the relations with Russia. They also seek Turkey's support in the issues of Afghanistan and Iran. White house knows that pressing Turkey is not the right way to agree with Turkey and so it wants to prevent "genocide" resolution to be brought on the agenda of Congress in May.
According to the experts of Stratfor, Turkey's respond to the decision of Foreign Affairs Committee of U.S. House is symbolic. "Turkey recalled her ambassador to Washington and there are rumours that Turkey will reconsider some economical projects with United States. But Ankara administration did not make any other steps. There were opinions that the decision of the Committee would undermine the future of Turkey-Armenia protocols. Turkish Parliament wouldn't ratify Zurich protocols anyway. Because of that, there is not much connection with the resolution and Turkish-Armenian protocols."
Experts evaluate Azerbaijan's approach to the developments as interesting; "Azerbaijani support to Turkey is important for United States. Washington wants Turkish-Azerbaijani relations to be strong as before Turkish-Armenian negotiations. Turkey is the biggest support of United States in Caucasus against Russia. White House may even compensate from her relations with Armenia for strengthening the relations between Turkey and Azerbaijan. United States is ready to do anything to keep Russia away from the Caucasus."
