Azerbaijani Politician: Is Karabakh Azerbaijani or Turkish territory?

In an article that is published by pro-opposition Azerbaijani newspaper Azadliq, General President of Azerbaijani Popular Front Party Ali Kerimli wrote that Azerbaijan welcomes efforts of Turkish Prime Minister Erdogan towards resolution of Nagorno-Karabakh problem.
 "Turkish Prime Minister Erdogan once again brought the issue of resettlement of Nagorno-Karabakh problem on the agenda in Washington. He reiterated that Turkey will not open borders with Armenia unless it ends the occupation in Azerbaijani lands. Today, nearly all Azerbaijan believes in this promise. Other than that, this attitude belongs to Turkish Grand National Assembly and great Turkish nation. Thanks for this open support," Kerimli wrote.
Stating that Erdogan also criticized American officials about lack of Azerbaijani President Ilham Aliyev in the summit, Kerimli wrote, "TV Channels that are in the control of Azerbaijani government told us in joy that Turkey defends Azerbaijan's position in Washington. Because they knew that our people were concerned that Azerbaijan was not being represented although the regional issues and the fate of Nagorno-Karabakh were being discussed at the summit. So they relieved people announcing that Azerbaijan was being represented by fraternal country, Turkey."
Criticizing Azerbaijani governments policies against Turkey, Kerimli wrote, "We speak the same language with our brothers in Turkey but this government evaluates Turkish as a foreign language. We believe in same religion, but our government closes the mosques that they build here. Turkish soldiers give away their lives for our country but our government is shameless to remove the Turkish flag from Turkish martyrdom. We want Turkey to acknowledge our enemy as their enemy too but our government does not recognize PKK as a terrorist organization."
Stating that Turkish Prime Minister held discussions on resettlement of Nagorno-Karabakh conflict with the Presidents of United States, Russia and France within a week, Kerimli wrote, "Turkey follows an active diplomacy for the resolution of Nagorno-Karabakh problem. On the other hand, passive policies of Azerbaijani government prevented participation of Azebaijani President Ilham Aliyev to this process."
