Swiss Mediation in impasse

Zurich protocols were one of the greatest diplomatic successes of Switzerland. Experts state that the mediation is now "halted" or "dead".
The event was so important to bring Russian and American Foreign Ministers to Switzerland. While Turkish and Armenian Foreign Ministers were signing documents which would end 95 years of irreconcilability on October 10, 2009, Sergey Lavrov and Hillary Clinton were present in the saloon of Zurich University. Swiss Foreign Minister Calmy-Rey was standing between them with a smile. Because her diplomats had mediated for a historical reconciliation. The talks between parties were named as "The Berne Process" and it was one of the greatest diplomatical successes in recent years.
Now, after 6 months passes from the signing ceremony, Bern Process is in impasse. The protocols should have already been ratified in the parliaments of two countries. But parties are far to the target as they have never been before. A government spokesman in Washington stated that Armenia did not terminate the process but just suspended and said that United States will continue to negotiate with both sides. Swiss Foreign Ministry also stated that they are hopeful that the process of normalization will continue.
Asked whether Switzerland's mediation was unsuccessful, spokesman of the Foreign Ministry says, "No" and stresses that Switzerland successfully mediated between parties in the process of signing and protocols and its mediation had achieved the purpose. Switzerland does not any more have an official role in the Turkish-Armenian rapprochement. On the other hand, Switzerland unofficially struggles to save the process.
The problem of the process of protocols is the dispute between Armenia and Azerbaijan. Armenia keeps Nagorno-Karabakh under occupation since 1992. Turkey supports Azerbaijan and connects the process of protocols with the resettlement of Karabakh problem. Before Sarksyan suspended the process, Prime Minister Erdogan said that Turkey will not ratify protocols unless Nagorno-Karabakh problem is solved. Which is an unacceptable "precondition" for Armenia.
