“Azerbaijan to Sign Pact With Armenia Only After Occupied Lands are Liberated”

Interview with Aydin Mirzazade, deputy chairman of the parliamentary committee of defense and security.

Q: Is it expedient for Azerbaijan to accept the proposals made by some Armenian politicians, in particular, about signing a nonaggression pact between Baku and Yerevan?

A: This proposal may seem humane from the first glance. But we are speaking of the appeal of a country that occupied the territory of another country. In fact, there have been proposals of this kind in history. Hitler’s Germany repeatedly appealed to the Soviet side in the war of 1941-1945 with a proposal to stop war, restore the Molotov-Ribbentrop pact signed in 1939. It is clear that a country that occupied a territory of another state is thus striving to preserve the created status quo.

Armenia is holding a two-faced policy. As is known, such proposals are made by the Armenian authorities who are trying to present this as a public opinion. Therefore, it is impossible to conclude a nonaggression pact with a country that occupied a territory of another state. This issue can be put on the agenda only when the sides will respect each other’s territorial integrity.

If Armenia goes beyond the internationally recognized borders, Azerbaijan will be ready to sign this agreement. However, the proposal to sign this agreement in conditions of the occupation of 20% of Azerbaijani lands with the created puppet regime is a twofaced game. No one will agree on it. Armenian side should better not create illusions. Azerbaijan is determined to liberate its lands and will use all means to attain this.

Q: Armenia also offers to withdraw snipers from the contact line. Why does Azerbaijani side not agree on this proposal?

A: Azerbaijan is currently in a state when a part of its lands is under occupation. Therefore, it is possible to speak with an aggressor state only in a language of war. Armenia is seriously concerned with the growing military potential of Azerbaijan and in this connection it is trying to weaken Azerbaijan’s attention and raise compassion in Azerbaijani public. All variants are possible only after Armenia withdraws troops from the occupied Azerbaijani lands and recognizes the territorial integrity of our country.

Q: Does the placement of international peacekeeping troops in the occupied lands meet Azerbaijan’s interests in the current situation?

A: We should not forget that we can primarily agree on the placement of peacekeepers only in condition of a principal agreement on the liberation of the occupied lands of Azerbaijan. Today, in the absence of an agreement on liberation of the occupied lands, absence of the obligations of the Armenian side about liberation of Azerbaijani lands, it is impossible to speak of placement of any international troops on the contact line.

Q: Is the national composition of international peacekeeping troops critical for Azerbaijan?

A: Certainly, it is. Azerbaijan can agree on the placement of peacekeepers only from those countries which respect the territorial integrity of Azerbaijan. In addition, it will be possible to speak of the placement of peacekeepers only in condition of the exact specification of terms and conditions of their stay.
