Ministry of Internal Affairs asked governerships of the cities of Kars and Igdir that how long would the preparations take for opening of border check points between Turkey and Armenia. Governerships, which prepare for the probability of opening of borders, took action to determine necessary work for opening of borders and to respond to the question of ministry.
Commenting on the ministry's question, Kars Governer Ahmet Kara said, "There is an agreement that Turkish and Armenian Foreign Ministers reached in Switzerland. This agreement will be implemented if the parliaments of two countries ratifies the documents. But those are not yet ratified and it is not known when will it happen. But ministry asked governerships of Kars and Igdir of their opinion about the necessary time frame required to complete necessary preparations for opening of the border check points and roads between Turkey an Armenia."
Stating that they will perform the necessary researches and inform ministry over the issue, Kara said, "Of cource, Azerbaijan's opinion should be taken into consideration. Because Azerbaijan asks Turkey to not to open borders unless Armenia withdraws troops from the occupied lands of Azerbaijan. We would be happy if the borders are opened within the frames of that condition."
"I believe that the issue is being discussed in the parliaments of two countries. There is no preparation work at the Dogukapi border check point. But if Turkey and Armenia reach to an agreement and if they determine to open borders, Dogukapi border check point would be ready to serve in a month or so. Roads and railway are just cut with barricades. There are no problems in these tracks and they are ready for use," said he, "As far as i know, the roads are not in that good condition in Armenia. We will inform Ministry of Internal affairs within this week. We are going to establish a team of technicians and they will see how much time and fund is required for the preparations."
