The intensive Armenian-Azerbaijani dialogue on the peaceful settlement of the Karabakh conflict with mediation of the Minsk Group in 2010 has stalled.
Political analyst Rasim Musabeyov has commented on the latest developments of the negotiations to settle the Nagorno-Karabakh conflict within the public debates with Armenian expert Stepan Grigoryan at the 'Club of Political Discussions'.
'A document later called "the updated Madrid principles" was presented to the parties at the meeting in Sochi with participation of Russian President Dmitri Medvedev in January. This was essentially an interim agreement, which envisioned the basic elements of a future peace treaty between Azerbaijan and Armenia.
Baku accepted the proposed document though with some reservations. Meanwhile, president of Armenia Serzh Sargsyan who asked two weeks for thinking ultimately refused to do so by proposing to continue the dialogue', the politician said.
According to him, the information from media suggests that Armenian politicians and public opinion in general are negative on the peaceful settlement of the Karabakh conflict on the basis of Madrid principles.
The general agreement with them declared by the authorities does not seem sincere leaving an impression of trying to protract the talks by endless discussions, without any real progress.
'Judging from the official speeches and statements made during the visit of Secretary of State Hillary Clinton, there are no any sensational moments. However, not only what was said publicly but also private interviews with President Aliyev and Sargsyan are important. But Clinton’s impressions and conclusions about the region and the Karabakh conflict she will have upon her return to the United States and coordinate the State Department in this issue are most important.
It is difficult to say for sure whether the attention to the issue of the Karabakh settlement is among the priorities of the US foreign policy agenda. There is also no certainty that this will be enough to move the settlement process forward. Therefore, I have to state that the chances for a breakthrough in the peaceful settlement of the Karabakh conflict in 2010 are not high. However, the concerted efforts of the United States, Russia and France at the highest level and the political will of the presidents of Azerbaijan and Armenia can a breakthrough', - he said.
