No Country Including Armenia Recognizes the Independence of Nagorno-Karabakh

According to the news service for the Azerbaijani embassy in France, the due statement was made by French Secretary of State Hervé Novelli said speaking on behalf of the French FM Bernard Kouchner at a plenary session of the French Senate on July 6.

'France supports the sovereignty and territorial integrity of Azerbaijan within internationally recognized borders and like any other state, including Armenia, does not recognize independence of Nagorno Karabakh which has been repeatedly stated by the French government', said the secretary of state speaking about the position of official Paris to the representation of "Nagorno Karabakh republic: in France from member on external affairs and defense issues of the French Senate Nathalie Goulet, sent to the Foreign Ministry within the procedure of "A question to the government".

According to Novelli, France which remains local to the aforementioned position does not maintain any contacts with the de-facto governmental structures of the separatist regime functioning in Nagorno Karabakh.

The secretary of state added that no representation of this territorial unit declared itself accredited in the French government can be credible and only French co-chair of the Minsk Group Bernard Fassier is allowed by the state structures of Azerbaijan to meet representatives of the de-facto governmental structures of separatist Nagorno Karabakh during his visits there.

Nathalie Goulet is a member of the group of friendship with the Caucasus functioning within the Senate of France.

Nagorno Karabakh Added to List of Uncontrolled Areas

The OSCE Parliamentary Assembly has added Nagorno Karabakh into the list of the uncontrolled lands in the report prepared by head of the Italian delegation of the OSCE Parliamentary Assembly Ricardo Migliori.

During the 19th annual session of the OSCE Parliamentary Assembly in Oslo, Guliyev voiced objections to Migliori's report which lists only Transdniestria among uncontrolled lands.

In the result of this, at the session of the first committee of the OSCE Parliamentary Assembly, not only Nagorno Karabakh but also other uncontrolled lands in the CIS countries have been added into the report by the majority of votes.

The report will be considered at the general session of the OSCE Parliamentary Assembly. It should be noted that during the session of the first committee of the OSCE Parliamentary Assembly, Guliyev said that Nagorno Karabakh and seven regions of Azerbaijan around it have been under Armenia's occupation for 17 years.

This uncontrolled part of this country is a serious threat to peace and stability in the region and is used by transnational criminal groupings. He added that the OSCE Parliamentary Assembly must indicate this fact at least because OSCE has a mediation mandate in the resolution of this conflict.
