Interview with Azerbaijani MP Nasib Nasibli.
Q: The situation in the occupied lands of Azerbaijan and protracted conflicts in GUAM space and their implications will be discussed within the framework of the 65th session of the UN General Assembly. How can Azerbaijan benefit from the adoption of such draft document?
A: Raising this issue in the UN and inclusion of this issue into the UN agenda overall is of extreme importance for Azerbaijan. But at the same time we should admit that we have failed to reach significant results in the adoption of this document. I would like to note that it is important for Azerbaijan to attain inclusion of the Karabakh issue into the agenda of international events. The world community must regularly receive information that Armenia is an aggressive state which occupied Azerbaijani lands, thus committing a grave crime.
At the same time, the world must be informed that this crime was committed by former and present leaders of Armenia. Therefore, I praise the actions of official Baku aimed at the constant inclusion of this draft resolution into the UN agenda. Azerbaijan should also do this in other international organizations. In other words, Azerbaijani side should present the same draft resolutions at the events of other international organizations.
Q: Is here a hope that more countries will vote for it during the upcoming discussion of this draft resolution in UN?
A: I think very many states will vote for the adoption of this draft resolution. Nevertheless, Azerbaijani side must constantly put forward such initiatives regardless of whether this resolution is adopted or not.
Q: Even if this draft resolution is not supported by the OSCE Minsk Group co-chairs in UN?
A: Naturally. We must constantly put forward the initiatives, related to the occupation of our lands, in international organizations.
Q: Then does it not mean that by putting the Karabakh issue to the UN agenda Baku does not welcome or is not satisfied with the Minsk Group activity?
A: The activity of the Minsk Group that was initiated in 1994 equals to zero, since this group has failed to reach anything in period of its activity. The activity of the OSCE Minsk Group is not important for Azerbaijan. At the same time, it is important for Azerbaijan to bring the Karabakh conflict to the attention of the world community.
Q: Is Armenian side sincere in saying that similar initiatives of Azerbaijan in international organizations have a negative impact on the negotiation process?
A: Putting issue on the occupied lands to the UN agenda by Azerbaijan does not have any impact on the negotiation process between the conflict parties. Armenia itself proposes different initiatives during negotiations, keeping the issue of genocide among its arsenals, striving to increase the number of countries recognizing 'this genocide'. However, the Azerbaijani side does not state that Armenia damages the negotiation process by such actions.
Q: Which are the prospects of the proposal of Former Latvian President Vaira Vike-Freiberga related to the appointment of UN special envoy on the Karabakh conflict?
A: Anyway, this initiative is interesting in terms of a breakthrough in the resolution of the problem which has remained on the zero mark for years.
At the same time, it should be admitted that all these initiatives will not promote the resolution of the Karabakh conflict since it depends on different factors. At the same time, the presence of such new initiatives is in Azerbaijan’s favor.
Armenian side has always been striving to make the world community forget about the Karabakh conflict. Yerevan tends to persuade Europeans and Americans that Karabakh conflict is an issue of the nearest history and is, therefore, not a subject of settlement.
