The First International Meeting of High Representatives Responsible for Security Matters was held in Sochi on October 5-6.
Head of the Presidential Administration, Secretary of the Security Council, academician Ramiz Mehdiyev, chief of foreign relations department of the Presidential Administration Novruz Mammadov, chief of the department on work with law-enforcement bodies Fuad Alasgarov, chief of political analysis and information provision department Elnur Aslanov represented Azerbaijan at the meeting.
Head of the Presidential Administration Ramiz Mehdiyev made reports on the themes “Transnational crime, the link among its most dangerous kinds” and “Threats to the international information security amidst formation of global information society”. In his report on transnational crime Ramiz Mehdiyev mentioned the threats arising from the international organized criminal activity in the context of the occupation of a part of Azerbaijani territories. He noted that merging of terrorist groups with criminal organizations having various profiles functioning within the so-called “grey zones” creates great potential for crimes and is one of the most dangerous tendencies.
“Such an uncontrolled zone has been created in Nagorno Karabakh and seven adjacent regions occupied by Armenian Armed Forces.
Operative reports and confirmed facts enable us to say that this territory is intensively used for production, transit and traffic of drugs, for arms and human traffic, illegal migration, terrorist camps, money laundering and other dangerous types of transnational organized crime. The above-mentioned area and similar territories are out of the national and international law and it is impossible to react adequately to these threats. We consider the settlement of Nagorno Karabakh conflict as a part of national and regional security and prevention of terrorism and other threats”.
Emphasizing the necessity of coordinated activity in the information society, Ramiz Mehdiyev said Azerbaijan was frequently facing with the cases of information sabotage. “There are open separatist provocations via the international network, putting the territorial integrity of the countries into question, insulting the leaders and socio-political figures. The information institutions of Armenia, which is at war with Azerbaijan, are frequently using such methods. The hackers are attacking the Azerbaijani information resources alongside with a “weapon of information” I mentioned”.
Chief of the Presidential Administration, Secretary of Security Council Ramiz Mehdiyev met with Secretary General of the Turkish National Security Council Serdar Kilic, Secretary of the Ukrainian National Security and Defense Council Raisa Bogatiryova, State Secretary of Belarusian Security Council Leonid Malchev, Deputy Head of Directorate for Security and Defense Policy of Swiss Federal Department of Defense, Civil Protection and Sports Christian Catrina. They discussed regional and international security issues, as well as issues causing mutual interests.
