Interview with Peter Schieder, president of the Parliamentary Assembly of the Council of Europe from 2002 to 2005.
Q: Much has recently been spoken of the importance of the South Caucasus. What is the main reason for this?
A: Here it is primarily necessary to single out aspects of security, transport, energy and the environment. In other words, the South Caucasus region is extremely important for Europe and the world. This topic has recently become the subject of active discussions.
Q: This was also the subject of the recent conference of international relations scholars in Baku. As a delegate, what is your view of the conference?
A: It is encouraging that Baku is selected as a venue for such discussions. It is a very good idea to hold such conferences. The South Caucasus is made up of countries that have their own opinions about the further prospects for cooperation. In addition, this region is the neighbour of bigger regions and can be considered a bridge between Europe and Asia.
Q: As a former president of the Parliamentary Assembly of the Council of Europe, what can you say about democratic reforms in Azerbaijan and integration into Europe?
A: I think the reports of the Council of Europe on the situation in Azerbaijan can be a good response. The country has made significant progress in recent years, but at the same time much remains to be done.
Q: Do you think progress is imminent on a solution to the Karabakh conflict?
A: I hope so. However, I am not sure that effective steps in this direction will be taken in the near future, but I hope for progress on this issue.
Q: What doe this require?
A: This progress must start with the Armenian side. They must withdraw their troops from the occupied lands.
