Helsinki Initiative-92 qualifies the incident as the peak of the demoralization of the Karabakh army.
The incident on November 19 at one of the military units of the "NKR" army which caused significant human losses, is a fact of irresponsibility and incompetence of high army and state officials, according to the statement of the human rights committee of "NKR" "Helsinki Initiative-92".
"The Helsinki Initiative-92 qualifies the incident as the peak of the demoralization of the Karabakh army and calls on the 'NKR' president as a guarantor of sovereignty and security of people to sign a decree on the resignation of the defense minister and bring all culprits to strict responsibility and involve the Nagorno Karabakh public into the investigation process".
As reported earlier, an extraordinary incident with the lethal outcome occurred in the southern direction, on one of the positions, controlled by one of the military units of the Defense Army of separatist Nagorno Karabakh at 24.00 on November 19.
