Vote On Karabakh Recognition Invalid

The lack of a quorum rendered invalid today's vote in the Armenian parliament to recognize the self-proclaimed Nagorno-Karabakh republic.

MPs from the three parties in the ruling coalition - the Republican Party, Prosperious Armenia and Orinats Yerkir - did not attend the vote.

This left only 13 MPs voting for the resolution, with no votes against and no absentions, ArmInfo reported.

The bill on recognition of the Nagorno-Karabakh republic was submitted by the Heritage Party.

The National Assembly voted on 28 October to postpone the recognition vote until 9 December, after the OSCE summit in Astana.

President Serzh Sargsyan said at the Astana summit that Armenia would "be left with no choice but to recognize the Nagorno-Karabakh republic de jure and make every effort to ensure the security of the people of Artsakh", if Azerbaijan were to attempt to resume war.

The head of the Republican Party faction in parliament, Galust Sahakyan, said earlier that a vote to recognize Karabakh might displease the OSCE Minsk Group mediators on a settlement, which was why the coalition was not in favour.

Yesterday the National Assembly introduced amendments to a law on international agreements, which means that Armenia can conclude treaties and other agreements with unrecognized entities such as Nagorno-Karabakh.

Under international law, Nagorno-Karabakh remains part of Azerbaijan.
