Armenia Provokes International Scandal

Interview with Oqtay Sadikhzade, Azerbaijani political scientist.

Q: The Armenian parliament has adopted draft amendments to the law “On international treaties” envisioning possible signing and contracts with unrecognized countries. Armenian Deputy Foreign Minister Shavarsh Kocharyan told a parliamentary session on Friday, the law regulated Armenia’s relations with unrecognized formations of the international law. What can you say about it?

A: This is the bill, which I think in case of adoption and effectiveness will provoke a large interstate confrontation between Armenia and other countries, that is not only with Azerbaijan but also Georgia, Moldova and a number of other countries.

Therefore, I think the events are nothing but the PR action of the Armenian parliament, which has no special prospects for implementation. This bill would rather be viewed as the next leverage of pressure on Azerbaijan, as an element of psychological war against our state, against the territorial integrity of Azerbaijan. It can be characterized as a challenge to the whole progressive, civilian world community, spirit of the international law, which say that the countries, the subjects of international law, recognize the territorial integrity of each other. These actions of the Armenian side are like a glove thrown by a part of the Armenian deputy corps to the whole progressive world community. Therefore, I hope there will be sufficient number of reasonable minds in Armenia to understand the tragedy of the situation for them and not to go to the end in the indicated bill.

Q: Armenia has never officially recognized separatist formations, including Kosovo and even Karabakh. Can the decision of Armenian lawmakers be interpreted as Yerevan’s attempt to choose some medium form of communication in the relations with these territorial formations?

A: I would like to note that the matter so far is not about the adoption of the law, this is just a bill. It has not come into legal force yet and I hope it won’t. I hope they will have enough reasonable politicians, who are aware of the implications of such a decision about the future relations with Georgia, Serbia, Moldova and not only Azerbaijan. I hope they will adhere to balanced policy, balanced approach in this issue.

Q: And what do you think about Shavarsh Kocharyan’s statement that Yerevan guarantees Karabakh’s security?

A: This is a different question. First of all, this is not true, these are just loud words. Legally, these words have no value, Karabakh is the de-jure territory of Azerbaijan with which our country can become the UN member.

Legally, Kocharyan’s words are complete lie. As for some prospects of implementation of these intentions, I would like to repeat that I think this is just an element of psychological war against Azerbaijan and passing these initiatives in the Armenian parliament is more than vague and lacking prospects.

Q: In which circumstances can Armenia recognize the so-called independence of Nagorno Karabakh?

A: This is possible in case of resumption of large military actions in Karabakh. I do not rule out that Armenia will take this step and recognize the so-called independence of ‘NKR’ on words without any basis in international law. This will happen only in case of large hostilities. This possibility is ruled out in a different development of script around the Karabakh conflict. In case of ‘recognition’ Armenia will not attain anything by this step.
