2010 Was Unsuccessful In Karabakh Conflict Settlement

Interview with Asim Mollazade, Deputy of Azerbaijan’s Milli Majlis (parliament).

Q: Which steps were remarkable in the foreign policy of Azerbaijan in the outgoing 2010?

A: This year Azerbaijan established several embassies in foreign countries. Within a year official Baku managed to strengthen Azerbaijan’s positions in the international arena, in particular, in international organizations. 2010 was marked with the activity in the foreign policy of the country in our region and everyone saw that no project can be implemented without our country.

Q: Have any international events, which played a special role for Azerbaijan’s future, been held this year?

A: In fact, there are no insignificant international events. The importance of every international event is that Azerbaijan can bring its true position to the attention of the world community. There are some achievements in this direction, since Azerbaijani side managed to attain adoption of the resolutions on Karabakh in international organizations.

Q: By the way, was the outgoing year successful in the resolution of the Karabakh conflict?

A: Due to the continued policy of occupation against it, Azerbaijan managed to attain the adoption of the resolutions on Karabakh in a number of organizations, parliaments of several European countries, in particular, European parliament, German Bundestag and the Italian Senate. However, it is regretful that at the time when a similar resolution is adopted by the Parliamentary Assembly of the Alliance of Western Europe, OSCE, as the organization responsible for the resolution of the conflict, failed to attain progress in forcing Armenia to peace. Today Armenia is already dictating its conditions to the world, failing to fulfill the UN resolutions on Karabakh, neglecting the OSCE documents and Minsk Group statements. The matter came to the point that the initiatives of Russian President Dmitriy Medvedev on the Karabakh conflict settlement turned to be ineffective.

In the reality, Armenia reduced to zero all peaceful initiatives  and in 2010 like in previous year it was just imitating the negotiation process. Thus, neither Azerbaijan nor international organizations managed to get some progress from Armenia in the resolution of the Karabakh conflict. Therefore, I assess the unsolved peace plans in the resolution of the Karabakh conflict as a big failure in 2010.

Q: In this case, should we expected a breakthrough in the Karabakh resolution next 2011?

A: Azerbaijan should take more efforts to force Armenia to peace next year. Azerbaijani side wants international organizations, in particular, the UN Security Council, OSCE, Council of Europe, as well as parliamentary assemblies of  international organizations to evaluate Armenia’s actions. In turn, Azerbaijan will tend to attain adoption of resolutions on Karabakh by using interparliamentary ties, as well as the capacities of the Azerbaijani offices in international organizations. On the whole, we want changes in the resolution of this conflict and real outcomes in the negotiations which have continued for many years. Otherwise, the aggressor in the Caucasus, who did not receive a real assessment of his actions, can repeat his aggression and raise tensions. This is proven by violation of ceasefire regime by Armenia with the use of artillery. Armenia’s intentions are also proven by the military exercises it holds in the occupied territories
