Interview with Mubariz Gurbanly, deputy executive secretary of the New Azerbaijan party, Milli Majlis deputy.
Q: What do you think are the outcomes of 2010 for Azerbaijan?
A: The Azerbaijani president paid several foreign visits last year during which bilateral and multilateral contracts and agreements were signed. In addition, Azerbaijan’s influence in such international organizations as UN, Council of Europe, OSCE, Organization for Islamic Conference, Organization for Black Sea Economic Cooperation further increased in a year.
Azerbaijan overcame the difficulties, economic problems peculiar of the post-crisis situation in the world. Azerbaijan’s economy is developing, national current rate further strengthened. This is connected with the economic strength of Azerbaijan. I think the achievements in GDP growth, development of industrial sphere, agriculture evidence the successful progress of Azerbaijan.
The development has also been reached in oil sector. In addition, Azerbaijan has been successful in socioeconomic sphere. Baku held several international events. In other words, the Azerbaijani capital city has turned into the center of holding events of international and regional concern.
The achievements were also reached in terms of developing democratic values.
The parliamentary elections became also remarkable in terms of sociopolitical life. It should be noted that parliamentary elections held last year were transparent, fair and democratic. The results of elections demonstrated the flexibility of Heydar Aliyev’s ideas, the policy of President Ilham Aliyev in the society.
Q: Which are the results of 2010 for the New Azerbaijan Party?
A: The New Azerbaijan Party also attained success in the outgoing year. In particular, the party attained success in parliamentary elections, thus raising the number of its mandates in the legislative body of the country. On the whole, last year the party strengthened its positions in the society.
Q: How can you characterize the outcome of 2010 in terms of Karabakh conflict settlement?
A: The fact of occupation of a part of Azerbaijani lands has been discussed in the NATO Parliamentary Assembly this year and at the OSCE summit in Astana six countries adopted a joint statement where they again stated the recognition of the territorial integrity of Azerbaijan. An interstate agreement on strategic cooperation which was also related to the Karabakh conflict has been signed with Turkey this year. On the whole, in the outgoing year Azerbaijan has managed to discuss in UN the documents exposing Armenia in political and diplomatic sense and demonstrating the superiority of Azerbaijan on the diplomatic front. Therefore, I believe some successes were achieved in the diplomatic front, in terms of adopting resolutions in Azerbaijan’s favor in international organizations, in particular, proving Armenia’s aggression against Azerbaijan.
Q: However, some international observers, especially after the OSCE summit in Astana, state that the processes around Karabakh conflict became regressing. Are these assessments meeting the reality?
A: I think in this case it is not correct to speak about regress. The fact of continuation of these negotiations within the framework of the OSCE Minsk Group, including statements, made by superpowers and big international organizations with an appeal to accelerate this process, prove the progress in this issue.
If again we recall the statements made by Russian President Dmitriy Medvedev, US Secretary of State Hillary Clinton, including Presidents of France Nicholas Sarkozy and Turkey Abdullah Gul in the passing year about the Karabakh conflict, we can see that this problem is constantly on the agenda of the world policy. Attaching an ultimate importance to the Karabakh conflict settlement on the agenda of the world policy, especially the system of European security, demonstrates the progress in the resolution of the conflict. Negotiations continue, progress is recorded, but on the whole as for the return of occupied lands, there is not clear progress but achievements on the diplomatic front will be fruitful for Azerbaijan at the next stage.
Q: What are your expectations of 2011 in terms of further development of Azerbaijan?
A: Naturally, the change of calendar is conditional in processes. In fact, Azerbaijan will continue its policy. We have the grounds to say that economic development will be measured by higher figures. Azerbaijan’s incomes from oil sale will further grow. Therefore, the implementation of programs and projects will be possible in all spheres. In addition, Azerbaijan’s superiority over Armenia in economic sphere will be manifested especially bright in 2010. This, in turn, creates a hard psychological situation in Armenia. The concerts over the accelerated development of Azerbaijan are already recorded in Armenia. I think negotiations around Karabakh settlement will become even more intensive in 2011.
