Council of Europe to discuss Karabakh subcommittee

"In 2005, PACE adopted resolution No 1416 on the conflict. We propose to fulfill this resolution through the subcommittee. The PACE Bureau has clearly expressed its view on that," Cavusoglu said.


 

Resolution No 1416, adopted by PACE in 2005, urges Azerbaijan and Armenia to pursue a peaceful settlement to the Karabakh conflict.

PACE did have a subcommittee on Nagorno-Karabakh, but it stopped work after the death of its chairman, Lord Russell-Johnston, in July 2008, Cavusoglu recalled.

"Last year I met the members of delegations of both countries to PACE and later we had a series of meetings during the sessions. We achieved agreement at the last session to extend the format of the meeting and that there would be opposition members in both delegations. We decided to submit the issue to the Bureau.

"It will discuss the issue in its plenary session on Friday. The Bureau will take a decision on the restoration of the subcommittee and elect its chairman. The subcommittee will restore its work within the parameters of the previous subcommittee."

Mevlut Cavusoglu said it was unfortunate that some political leaders in Armenia saw the issue as his personal project. "This is wrong. I cleared up the issue during my official visit to Armenia. This is not a personal project, but a decision passed by PACE. The PACE president is committed to submitting this issue to the Bureau. This is my duty as PACE president.

"The issue will be discussed at the meeting of the Bureau on Friday. Candidates for the post of chairman of the subcommittee have not been put forward yet. I informed the heads of the political groups at the PACE about it and think that the Bureau will elect a new, unbiased chairman for the subcommittee."

The president also commented on the anniversary of Azerbaijan joining the Council of Europe: "I welcome the 10th anniversary of Azerbaijan's membership of the Council of Europe. Over these 10 years, the Council of Europe and PACE have contributed to promoting and strengthening democracy, the main principles of the organization, in Azerbaijan."

He said that Azerbaijan had made significant progress in these areas during these years: "But they have opportunities for further improvement. I hope that progress will be made in future. We function as partners and do not doubt that we will achieve better results."

Cavusoglu said that progress had been made in the parliamentary elections in Azerbaijan in November: "We can say that our criteria were met totally in the elections. These opinions have been reflected in the balanced report on the election and this report was adopted at the meeting held this morning at the PACE Bureau. I repeat once more that progress has been made in the election sphere in Azerbaijan. I wish for more progress.

"I am sure that there will be more transparency in future elections and democratic principles will be respected more. Each election is better than the previous one. We are on the right path. Azerbaijan must continue on this path, continue the process of reforms, including reform in the election sphere."

The joint election observation mission led by the OSCE found that the conduct of the elections overall was "not sufficient to constitute meaningful progress in the democratic development of the country".
