Q: How will the resumption of the PACE Subcommittee on Karabakh influence the Karabakh settlement?
A: At last, PACE starts executing a resolution on the conflict between Azerbaijan and Armenia. The PACE subcommittee on Karabakh problem must primarily observe the resolution of the Council of Europe and promote peace. Today Azerbaijan benefits for all international organizations to keep the resolution process under instant attention, since the sabotage by Armenia, nonfulfillment of all resolutions of international organizations, the policy of this country is aimed at frustrating the negotiation process. In this connection, we, the Azerbaijani side, consider the resumption of the PACE subcommittee on Karabakh conflict to be positive. I appreciate the resumption of the activity of the subcommittee as a small, but important step forward in the execution of the PACE resolution.
Q: Can this PACE subcommittee play an effective role in the resolution of the Karabakh conflict?
A: Any activity, aimed at achieving peace, will meet Azerbaijani interests. Azerbaijan wants all international organizations, influential states to discuss this conflict and make everything possible to urge and, when necessary, to force Armenia to peace.
Q: The Armenian delegation in PACE said it will boycott the activity of the Subcommittee. In this case, is it possible to attain the full-scale activity of this PACE structure?
A: It is very good, let the world community see who sabotages the peace process around Karabakh conflict. Armenia’s destructive position within the framework of the European Council will become a belonging of the European public. Sabotage in all organizations of the peace process is today a leading line in Armenia’s foreign policy.
Q: What do you think is the real reason of the position of Armenian side on the activity of the PACE subcommittee on the Karabakh conflict?
A: The real reason is to conceal from the world public the policy of imitating the peace process, to do everything possible for the world to forget about the resolution process. In this sense, it is important for Azerbaijan to have the attention of the world community, all international organizations on such a conduct of Armenian representatives.
Q: What will be the political and legal importance of the draft declaration of the “Construction of democratic state by the Nagorno Karabakh Republic” distributed by the Armenian delegation in PACE among members of the assembly?
A: This so-called ‘document’ has no power. It is now necessary to identify those who undersigned this so-called ‘document’. It is necessary for the Azerbaijani delegation, as well as the Azerbaijani representative office in the Council of Europe to hold an explanatory work with those PACE representatives, who assist the rude violation of international law and basic principles of PACE. This ‘document’ itself contradicts to the spirit of the Council of Europe, the documents of all other international organizations. I repeat that we need to know the representatives of the countries in the CE who violate the spirit of this important European organizations, basic principles of the organization and international law by their signature.
