OSCE Report 'Proves Armenia's Aggressive Policy'

The report on the OSCE assessment mission to parts of Azerbaijan occupied by Armenia shows Armenia's aggressive policy, an Azeri official has said.

Bayram Safarov, chairman of the Azerbaijani Community of Nagorno-Karabakh, told APA that Armenia could not hide its acts contravening international law.

He said the report was the latest international document to prove the aggressive policy of Armenia: 

"The report reads that people settled in the occupied territories have no documents. This fact itself confirms illegal settlement. The international community must exert pressure on Armenia to withdraw it from Azerbaijani lands. People want to return to their homeland and this will happen," Safarov said.

Only the executive summary to the report has been published on the OSCE website. It notes that: "While no reliable figures exist, the overall population is roughly estimated as 14,000 persons, living in small settlements and in the towns of Lachin and Kelbajar. The co-chairs assess that there has been no significant growth in the population since 2005. The settlers, for the most part ethnic Armenians who were relocated to the territories from elsewhere in Azerbaijan, live in precarious conditions, with poor infrastructure, little economic activity, and limited access to public services. Many lack identity documents."
