Azerbaijani FM: If Armenia Agrees, We Can Start To Work On Peace Agreement

“I think the roadmap on the resolution of Nagorno Karabakh problem contain obvious issues. Some issues have remained open, we will try to finalize them and start work on the peace agreement,” Azerbaijani Foreign Minister Elmar Mammadyarov told journalists, APA reports.

Noting that no agreement has been reached on the conduct ofreferendum in Nagorno Karabakh, Minister also spoke about the arrangements for Kazan meeting of the presidents.

“We are trying to establish an environment in order to demonstrate that we can take a step,” he said.

Asked about the facts of violation of ceasefire on the line of contact, Minister said:
“It is a war. Clashes may happen. In order to eliminate this, the Armenian troops must be withdrawn from the occupied territories. They say snipers must be removed from the line of contact. First of all the Armenian troops must be withdrawn from the occupied territories. Then, the snipers will also change their positions. The sooner the Armenian troops are withdrawn from the occupied territories, the sooner peace will be achieved,” he said.

Answering question “What basic principle on the settlement of Nagorno Karabakh problem was coordinated?” the minister said there were certain principles for the settlement of the conflict. “These principles are withdrawal of troops from the occupied territories, opening communications, restoration of territories, return of displaced persons to their homelands, deployment of peace-keeping forces and etc. These principles were described in roadmap as well. We try to continue working on that. If Armenia agrees, we can start to work on peace agreement within this framework”.

Regarding any expectation from Kazan meeting of the presidents, Mammadyarov said he couldn’t make any comment on this issue. He also said it was early to speak about whether there will be an agreement on withdrawal of Armenian troops from the occupied seven regions of Azerbaijan or not.

Regarding the possible deployment of peace-keeping forces after the withdrawal of Armenian troops from the occupied territories, the minister said: “According to the agreement, co-chair and neighbor countries will not be represented in the peace-keeping forces. Its composition should be discussed”.
