Thomas De Waal: It Becomes Easier To Have A War

Thomas de Waal, a Caucasus specialist at the Carnegie Endowment for International Peace in Washington, has made remarks over Kazan-hosted presidential summit for 'Reuters' news agency.

'I’m disappointed. Long anticipated advancement, though hard to record, didn’t take place,' expert said.

'This was supposed to be the moment,' Thomas de Waal told New York Times 'Every year that this goes on, the positions of the sides harden, and therefore it becomes easier to have a war.'

In a story published by 'The Moscow Times' Waal noticed the amazing fact that for all the years of diplomacy that have gone into it, the Document on Basic Principles is only a framework agreement. If it is agreed, there will then be a push to sign a comprehensive peace treaty several months down the line. That also means there will be a dangerous moment of hiatus in which even if initial agreement is reached, heavy domestic Armenian and Azeri opposition will remain against the deal.
